        D. 2   PUBLIC COMMENT (2 Minutes/Speaker)
  Dan, Chiropractor from Walnut Creek, urged that in 2021 policies are made in accordance with data available, noting that covid has a 95% survival rate.  He claimed the mortality rates for 2020 were about equal to 2017, 2018, and 2019.  He questioned the need for lockdowns to control the virus;

Ambrose expressed concern that large businesses like Costco and Walmart were allowed to be open while small businesses are closed, questioned the effective manner of using the PCR test for Covid diagnosis of active infection. He encourages protection of persons over 70 and allowing the remainder of the public to reopen.

Name not given, stated that the polymerase chain reaction (PCR) test was not meant to test a live virus, just fragments of a virus one could have had some time ago, so he questions its usefulness. He noted that under Kevin Kiley's Healthy Community Resolution among Orange County and San Luis Obispo, they have opened up schools, restaurants, small businesses.  The California Blueprint For a Safe Economy provides a one size fits all approach to opening communities and that fails to respond in a data driven way to what is occurring in our county.  He said Contra Costa County has seen increase in drug abuse, delayed medical care and overall need for services.  He said he is extremely concerned about the impacts to our children or any other further delays to in-person education.
