D. 5 PUBLIC COMMENT (2 Minutes/Speaker) |
|
No name given, extolled on the historical document the Doctrine of Lesser Magistrates which declares that when the superior or higher civil authority makes an unjust/immoral law or decree, the lesser or lower ranking civil authority has both the right and duty to refuse obedience to that superior authority, and said that it was a matter of God's law that historically the practice of the church has been that when the state commands that which God forbids or what God commands, has the duty to obey god rather than man;
Addie Olvera spoke on the unjust and unfair sweeps of our unhoused individuals by Public Works employees in coordination with their law enforcement, and also on state property by CalTrans and CHP. She said the majority of the time the belongings are tagged and the amount of time given to remove the items is not respected or the items are not tagged at all. This is leaving the unhoused without essential items such as clothing, blankets and tents during frigid winter months. She is concerned there will be fatalities;
Loreen Lober expressed concern for the feral cats in the community. She noted that the Animal Services proposal for funding at the Measure X Advisory Board meeting on January 31st was rejected. She further noted that the shelter is no loger accepting cats unless they are sick, injured and under two pounds, which places the burden of getting the feral cats spayed/neutered and caring for them is left to the non-profit organizations and that there is only one appointment per week scheduled for trap and release program.
Written correspondence regarding Measure X funding for Animal Services was provided by Lisa Kirk and Susan Mulloy (attached).
