   No Name Given had interest in four items that were on the consent calendar:  regarding C 6, storm water maintenance on a buddhist temple, she wonders if the contract is in any way based on the property owners and if selling the property voids the contract.  On C.7 she expressed confused on the purpose of accepting a document for recording purposes only.  On C.13 she enquired about the difference between a shelter in place drill and a fire or earthquake drill.  On C.15 She states that the supervisor of the unit should reside in the same area of operation they are supervising;
 
Mart, 40 Voices for Wellness for people of African descent, spoke on the continuing creation of tremendous disparities in the African American community causing higher rates of poverty, at 20%, higher rates of unemployment, higher rates of homelessness which is at 40%. Higher rates of incarceration which is five times higher than their counterparts. Causing every 400 African Americans out of 100,000 to be incarcerated. Higher rates of health disparities and heart disease, diabetes and cancer. I'm sure you've seen the last news report where 11% of African Americans receive a heart transplant which whites receive at 20% of whites receive a heart transplant.  African American mothers do not receive the same treatment as white mothers. Pain management is not given the same care as white patients. We have higher rates of mortality, especially with infant deaths. She states an African American holistic wellness hub is critical in our communities to address a long trauma of structural and institutionallal division in our criminal justice system, housing, education and health care and other vital services.
 
Caller 6770 wanted to comment about last week's meeting, which he feels in his position was a cultural marxism, an interesting awakening for those who explore beyond the history that we were taught in school.  He suggests one might want to look into Hillary Clinton's mentor Senator Robert Byrd who was a grand dragon for the Ku Klux Klan, the treatment tibetans, how could the media label Larry Elder advertisement as white supremacist,  Murray martinez, grotesque latin racism. Kanye West was viciously attacked, cancelled every way his critics could find.  He said that this last weekend, a mentally ill black man happens to be an illegal alien overstaying his visa, was described by various media as a white supremacist and right wing radical.  He said that we're not going to forget everything that has been done to us.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.
