D.5 CONSIDER accepting the Interim Report for the Arts and Culture Prospectus: Phase One and PROVIDE direction to staff regarding the potential dissolution of the Arts and Culture Commission and re-organization of an Arts Council for Contra Costa County. The Board adopted Option #1 as outlined below:
A) With input invited from throughout the County, including cities, education, non-profit organizations, and former AC5 commissioners, CAO staff will develop and issue a Request for Proposals (RFP) to select a nonprofit organization to be the designated public-private partnership Arts Council for the County and coordinate the provision of arts and cultural programs and services countywide;
B) The organization will select/appoint a Manager to develop a plan to launch the Arts Council;
C) The County will establish a contract (with a budget) to support the Council; funding would be administered by the public-private partnership Arts Council to support and provide cultural and arts activities across the county. CAO staff would provide contract oversight;
D) A nonprofit organization acting as the Arts Council for the County would include a Board of Directors and supporting staff within its organization to administer arts programs, write grant proposals, re-grant arts funds to other community-based organizations and individual artists, work with school districts for arts education, and seek cooperation with municipalities;
E) The Arts Council will serve as a connector, investor, advocate, and leader for the arts and culture in Contra Costa County and be supported by a number of people and organizations including state and local government, school districts, private and public foundations, businesses and community members;
F) The Board of Supervisors would dissolve AC5.

Stephanie Taddeo, stated she would like a Sheriff oversight committee. She is disturbed that the report regarding the shooting and killing of Tyrel Wilson by former Deputy Andrew Hall has not yet been released;
The Chair notes that it is not within the purview of the Board to compel release of the coroner’s report.
Veronica Benjamin, Danville, requested the Board pressure the Sheriff’s office to hold the inquest for into the death of Tyrel Wilson, noting that it has been over a year since his death. Because the Sheriff’s office has 49 vacancies, she assumes he will ask for additional funding, which should be ensured is used wisely. She further notes that the presence of drones flying overhead in the county is disconcerting;
Caller 6770 spoke on the recent opinions by George Soros in regard to the wisdom of removing Russian president Vladimir Putin from office to preserve peace and his opinions of Mr. Soro’s political ideology;
No name provided, would like to know the most recent data on the omicron virus, and whether the data posted to the county health services website is updated in synchronization with the television news. He would also like additional information on the reasoning for the closure of the Pinole Animal shelter;
Phil Arnold encouraged the Board to openly and aggressively support legislation AB 1608 to separate the office of Coroner from the Sheriff’s Office;
Barbara, a private citizen, urges the Board to support African-American mental health programs and a hub to provide services for African-America people that uses an African centered lens approach to healing traumas they experience tin the everyday lives;
The Chair notes that funds are included in the budget for Measure X to install a call center hub, the Miles Hall Hub, that will serve the entire community to access mental health assistance;
Jalen spoke on his disappointment with the 6 year sentence given to Deputy Andrew Hall;
Shelly Ji, Contra Costa County, says that she does not feel safe calling for assistance from law enforcement in the event of a mental health crisis;
Wanda Johnson, mother of Oscar Grant, is disturbed that there was no reprimand from the leadership of the Sheriff’s Department to Deputy Andrew Hall who shot and killed two suspects while on duty;
Wanda Mitchell suggested communications from the Sheriff to his staff be censored, not released to the public;
Franklin, would like the Board to take whatever actions they can to rebuke Sheriff Livingston for his memo to his Deputies and notes that an election year is coming. He intends to research whether Keller Canyon Mitigation funds are provided to the Sheriff and if so, he requests the Board withhold those funds;
Sara Strong, Danville, concurs with others that Sheriff Livingston should be censured for his e-mail statements in support of his deputies following the sentencing of former deputy Andrew Hall;
No name provided, encourages all to seriously consider the candidate they support in the next election in light of all that has happened in Contra Costa County;
Gigi Crowder said that the letter from Sheriff Livingston sent a message to family members that individuals tragically shot and killed by an officer, there should be sadness when they are punished for that action. We want to make sure in Contra Costa County, as we are building toward the A3 program, that the crisis hub, that we have joint partnerships and we are feeling safer thinking that we are working together;
Katie Mahon, Danville, expressed her disappointment in the email of Slheriff Livingston to his deputies in regard to the sentencing of former deputy Andrew Hall and suggested that the website for the Sheriff shower fewer political advertisements.
