Mariana Moore introduced the topics for discussion. Tracy Murray, Director, Contra Costa Aging & Adult Services presented a PowerPoint on aging and adult services. The next speaker was Caitlin Sly, Executive Director of Meals on Wheels Diablo Region, followed by Nicole Howell, Executive Director, Ombudsman Services of Contra Costa, Solano, and Alameda Counties, and finally resident Speaker Myrtle Braxton, Chair, Richmond Commission on Aging. The final presentation on Veterans Services was provided by Nathan Johnson, Veterans Service Officer, Contra Costa Veterans Services. After the presentations members of the MXCAB and public made comments and asked questions.
Bill Pelter provided the following information on CDC and AARP:
Here’s the links to the CDC information on disability and the AARP Home Alone Revisited report on Caregiving I referenced in my comments tonight. Given the staggering disparities in health and human services COVID has revealed in our County an Aging and Disability Resource Connection is ideal to address the challenges many older adults, people with disabilities, and family members experience when trying to learn about and access long-term services and supports. Our ADRC will help Contra Costa residents connect to county and community-based services with the added benefit of assisting them through any eligibility process. Thereby increasing equity and access for all.

What is an Ombudsman (this from the California Department of Aging website)?
Long-Term Care Ombudsman representatives assist residents in long-term care facilities with issues related to day-to-day care, health, safety, and personal preferences. Problems can include, but are not limited to:
- Violation of residents' rights or dignity
- Physical, verbal, mental, or financial abuse
- Poor quality of care
- Dietary concerns
- Medical care, therapy, and rehabilitation issues
- Medicare and Medi-Cal benefit issues
- Improper transfer or discharge of a resident
- Inappropriate use of chemical or physical restraints

Ali Saidi stated that the staff report covered the topic. Mariana Moore thanked the Family Justice Center for providing a Spanish translation of the MXCAB presentation panel schedule. Both the English and Spanish versions are attached for reference. No public comments were made. |

The Committee continued to discuss the process for finalizing priorities and recommendations to submit to the Board of Supervisors. Mariana reported that one Board of Supervisors member and another Supervisor's staff member have directed that the scope of MXCAB does not include making specific dollar amount recommendations for funding; as Measure X is a general sales tax, it is the purview of the Board of Supervisors to allocate specific funding amounts. Several members stated strongly that the MXCAB was to prepare a detailed priority list and specific corresponding funding recommendations for 95% of the anticipated revenue generated by Measure X. Members of the public offered their opinions as well. After approximately an hour the item was continued to the May 19, 2021 meeting. |
