1. Introductions
  In the interest of time management,Vice Chair BK Williams announced a change in process for introductions to include only new attendees.  There were 39 participants. 
             
2. Roll Call
  Staff conducted a roll call.  For voting purposes alternate Cathy Hanville replaced Edith Pastrano, no alternate was available for David Cruise, Melissa Stafford Jones replaced Sandra Wall.
             
3. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limiteed to three minutes).
  Rebecca Rozen, Regional Vice President of the Hospital Council Northern & Central California, provided an update on the Contra Costa Cares funds indicating that the Hospital Council had not yet made a decision on funding for FY 2021/22.  Assistant Sheriff Klawuhn introduced herself and Commander of Management Services MJ Robb.  Assistant Sheriff Klawuhn provided a statement regarding Sheriff Livingston's interest in the process and indicated that both she and MJ Robb would attend all meetings.  The attached public comments were received on 4/26/2021.
             
4. Staff recommends approval of the Record of Action for the April 21, 2021 meeting.
  Record of action was adopted by unanimous vote.

5. Approve operating principles.
  Mariana Moore introduced the topic of operating principles.  A discussion took place to specify populations within the county that are most harmed by inequities and disparities. A motion made to revise Section 6 of the operating principles to state: "Name inequities and disparities and be specific in naming and recognizing those who are most harmed by them, especially Black and Latinx residents. Additional areas of focus include residents with mental health needs, indigenous people, Asian American/Pacific Islander American residents, seniors, disabled people, children and youth (prenatal to adult), immigrants, unsheltered and homeless residents, rural communities, LGBTQ+ residents, and poor people." The motion passed unanimously.

6. Approve plan for series of focused presentations and discussions.
  Mariana Moore introduced the plan for holding a series of focused presentations and discussion at upcoming meetings.  The plan was discussed.  Recommendations were made to move the fire protection topic to earlier in the year to avoid fire season, to add disabled seniors to the senior topic,  and to add transportation and the arts to the panelist guidance.  Mariana was asked to update the materials.  The item passed unanimously.

7. Receive report on County needs and trends from PolicyLink.
  Jamila Henderson from PolicyLink provided a statistical report from the Bay Area Equity Atlas.  Note that the slides were modified from those originally posted with the agenda.  Slide 10 (water debt) was updated with corrected data extracts from the California Water Board, slides 11 and 12 were updated to include legends, and for consistency footers were removed throughout.  Subsequent to the meeting Ms. Henderson provided the following information on questions asked during the presentation.  We know about households behind on rent because of the Household Pulse Survey which did not exist before the pandemic, so we don’t have information on households behind on rent before the pandemic, unfortunately. At least not from that source.  8% of Contra Costa County renter households are behind on rent (11,246 Contra Costa households behind on rent out of 134,525 renter households). This is down from earlier during the pandemic.

8. Receive report regarding the County budget and revenues.
  Lisa Driscoll, County Finance Director provided a budget 101 presentation intended to provide a tool of where to find County budget data.  The Board of Supervisors heard a similar report during the Budget Hearings of April 20, 2021.  The budget is a core/baseline budget and includes no appropriations for COVID-19 expense, American Rescue Plan Act funds, and very little for Measure X ($665,000). The final budget is due to be adopted by the Board of Supervisors on May 11, 2021.  Separate and apart from adoption of the County Budget the Board of Supervisors will receive a report on the American Rescue Act dollars and recommended appropriation of those dollars.  The MXCAB requested that the report be provided to them as well.  With respect to the Measure X general purpose dollars, the MXCAB will be making recommendations on the annual amount and approximately $22 million in one-time monies that are projected to be collected for the period of April 1, 2021 through June 30, 2021.
             
9. The next meeting is currently scheduled for May 5, 2021.
  No change to standing meeting date and time.
             
10. Adjourn
  The meeting adjourned at approximately 7:05 PM.
