1. Roll Call
  Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretation and then conducted roll call.  There were approximately 90 participants.
             
2. Staff recommends MXCAB receive the Record of Action for the August 20, 2021 meeting.

3. Accept attached poll results for discussion of potential funding priorites and consider finalizing priorities and recommendations to submit to the Board of Supervisors
  Chair Moore began by reminding the Measure X Community Advisory Board of the bylaws and then asked Member At-Large Susun Kim to introduce a new discussion tool that she had developed using the polling results.  The tool combined issue categories and listed estimated budget dollar amounts.  A pdf of the document, which is included with these minutes, was screen shared for all participants.  Staff were asked to change the title of the review documents so that anyone joining the meeting late would know that the document was a summary of the previous poll (staff made the change).  MXCAB members expressed their appreciation for the work that had been done, but also expressed concerns regarding the possibility of missing data, and reviewing a new tool without any time to do so. 
 
Ali Saidi made a motion, seconded by Jim Cervantes, to use the new tool as the basis for the evening’s discussion of priority.  Public Comment was received from five meeting participants.  At the conclusion of public comment, a vote was taken, and the motion failed:  6 for; 10 against; and 1 abstention.
 
Vice Chair Williams asked staff to screen share a pdf of the poll results from the previous meeting, which were included in the public minutes and are also included with these minutes.  Focusing specifically on pages 5-7, which sorted the polling results by “high priority, secondary priority, not sure”.  Beginning with line 1 of the 117 lines of data, members of the MXCAB were asked to ask clarifying questions and or make comments on categories including which categories they believed should be combined.  At approximately 6:43 PM, the MXCAB took at 10-minute break.  At the conclusion of the break the discussion continued. 
 
Chair Moore asked that the discussion stop at 7:30 PM to allow adequate time for public comment.  The MXCAB had discussed priority categories 1 through 29.  Chair Moore recognized that additional meetings would be necessary to complete the prioritization process; the current polling document may be updated for future discussion.  Public comments were received from 17 individuals in two languages. 
 
The meeting ended with an announcement from Chair Moore that two additional meetings would be scheduled for the MXCAB on September 1 and September 8 at 5:00 PM.

4. Accept attached written public comments.
  There were two public comments from meeting participants.  Written public comments received after the agenda was posted are attached with the record of aciton.
             
5. Adjourn
  The meeting adjourned at approximately 8:05 PM.

The Measure X Community Advisory Board will provide reasonable accommodations for persons with disabilities planning to attend Measure X meetings. Contact the staff person listed below at least 72 hours before the meeting.

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the County to a majority of members of the Measure X Community Advisory Board less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar St., 4th Floor, Martinez, during normal business hours.

Public comment may be submitted via electronic mail on agenda items at least one full work day prior to the published meeting time.

Live Transcription (Automated Closed Captioning) is available in English via Zoom - Click the "Live Transcript" button from the in-meeting Zoom toolbar and select one of the options from the pop-up menu.

Live simultaneous Spanish interpretation is available for Measure X Community Advisory Board meetings by joining the meeting via the Zoom application.  Click on the “Interpretation Globe” at the bottom of the screen and choose the language channel Spanish.  You may wish to “Mute Original Audio” so that you only hear the utterances on the channel that you select.
