  The following people spoke in favor the siting of a mental health facility known as Bonita House in Knightsen:

David Kahler, resident of Concord; Sharon Madison, resident of Walnut Creek, Cindy Mataraso, Pleasant Hill, Brenda J. Crawford, resident of Concord, Suzanne H. Davis, Public Guardian, NAMI, Local One; Sean Kleen, resident of Martinez; Charles Madison, resident of Walnut Creek;

Rollie Katz, Public Employees' Union Local 1, said that much attention in regard to current economic conditions has been focused on the sustainability of pensions. He urged that more attention be given to that which is truly not sustainable – an unemployment rate exceeding 10% and a climate in which the wealthiest 1 percent of population pays the lowest amount of taxes. Mr. Katz said that we don’t have a spending problem in government, we have a revenue problem;

David Frey (Captain, U.S. Navy, Retired), expressed his opinion that given past inadequacies in their record keeping functions, Pacific Gas & Electric Co. (PG&E) should never be entrusted with the management of nuclear power.

  Supervisor Gioia expressed a desire to see an item placed on the next agenda for the Board of Supervisors to indicate its support for a June ballot measure to extend the California temporary additional sales tax increase. All Supervisors indicated their support for the consideration of this item on their agenda.

ACCEPTED and APPROVED strategic plan and implementation recommendations to establish a network of prisoner re-entry services in Contra Costa County, as modified today to reword a phrase in the System Wide Recommendations, Employment, Item No. 6 (page 84 ) from "Develop and implement a County 'Ban the Box' policy to remove the question about criminal records from county employment applications during the initial application......." to read "Consider the development of a policy to consider the removal of the question about criminal records from county employment applications during the initial application......"

DIRECTED the County Administrator to work with the offices of Supervisors Glover and Gioia to identify the resources needed to implement the strategic plan and to report back to the Board with his findings and recommendations.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.
