1. Introductions
   See the attached sign-in sheet and "Attendees" section above. 
             
2. ACCEPT public comments on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
 
Three individuals spoke under public comment:

A printed copy of the verbal testimony is attached.

Transportation, Water, and Infrastructure staff was directed to distribute the testimony to Integrated Pest Management program staff. 

Additional public comment was provided at adjournment. John A. Burgh (Contra Costa Water District [CCWD], Division 2 Director) commented on the drought situation stating that CCWD is one of the best positioned water districts in the Bay Area, going on to thank the Committee for its efforts which helped the District to achieve this favorable position.

3. REVIEW and APPROVE record of meeting for December 5, 2013 with revisions as appropriate. 

 
The Record of Action for the December 5, 2013 Transportation, Water, and Infrastructure Committee meeting was approved unanimously. 
             
4. ACCEPT correspondence and communication and DIRECT staff as appropriate. 
   The Committee received correspondence and communication.

5. REVIEW, REVISE as appropriate, and APPROVE; the 2014 referrals, the 2014 calendar, and the Committee mailing list. 
  The TWI Committee unanimously approved the 2014 referrals and the 2014 calendar. 

Staff was directed to clarify notations on the mailing list, incorporate changes as discussed, and bring the list back in March.

6. FORWARD the report to the Board of Supervisors for consideration and approval to send a letter to the State Fire Marshal requesting a review of the IMP for the Kinder Morgan pipeline in Central and South Contra Costa County.
 
 The Committee received the report, and approved the letter being brought to the Board of Supervisors with the following changes:
  1. Expand the letter to make it relevant countywide.
  2. The following copies are to be added; Contra Costa State and Federal Delegation, Contra Costa County Fire Protection District (ConFire), San Ramon Valley Fire Protection District, East Contra Costa Fire Protection District, and the Moraga-Orinda Fire Protection District.
The Committee directed Health Services staff and Committee staff to work together to obtain a copy of the after-action report from the 2004 South Broadway Kinder Morgan pipeline explosion.

The Committee directed Public Works staff to give a status report at the April TWIC meeting and to follow up with CAL FIRE if they have not received a response by April 2014. 

Don Mount with the Colony Park Neighbors Association discussed that Kinder Morgan attended a Colony Park meeting several years ago. He also provided comments suggesting that the after-action report from the 2004 South Broadway might be instructive. He has requested a copy but did not receive it.

7. CONSIDER the report on State Transportation Legislative issues and DIRECT staff as appropriate.
  The Committee 1) received the report on State Transportation Legislative Issues from staff and consultant Mark Watts (Smith, Watts, Martinez), 2) advised staff on possible Active Transportation Program grant opportunities, 3) directed staff to inform Public Works, and the County Administrator on the state fuel tax situation, and 4) directed staff/consultant to set up meeting at the state level regarding school siting/safety issues, and to prepare language on the same issue that would provide legal protection to the County in the event the state did not enact effective school safety and siting policy reform.

8. CONSIDER the report on Federal Transportation Legislation Issues and DIRECT staff as appropriate. 
  The Committee received the Report on Federal Transportation Legislative Issues.

9. RECEIVE report from staff and take action as appropriate including one or more of the following:
  1. DIRECT staff to bring the Mobility Management Plan to the Board of Supervisors for further discussion and action, and/or
  2. DIRECT staff to draft comment letter on the Mobility Management Plan to the Board of Supervisors for consideration.
  The Committee received the report from staff and heard testimony from Peter Engel (Program Manager, Contra Costa Transportation Authority [CCTA]) and Rick Ramacier (General Manager, County Connection). 

The Committee directed staff to bring the item to the Board of Supervisors under short discussion with a draft comment letter on the Mobility Management Plan. 

Debbie Toth (Chief Executive Officer, Rehabilitation Services of Northern California) provided public comment on this item informing the Committee that she is a member of CCTA's Paratransit Coordinating Council, and was a member of the Senior and Disabled Stakeholders group during the effort to reauthorize Measure C.  Ms. Toth commented that mobility management is was discussed 10 years ago and that her organization is participating in mobility management currently using vehicles donated by County Connection.

10. The next meeting is currently scheduled for March 6, 2014 at 1:00 PM.
   The next meeting of the Committee will be held on March 6, 2014 at 1:00 PM in Room 101 at 651 Pine Street, Martinez, CA. 
             
11. Adjourn
  The meeting adjourned in the afternoon of January 12, 2014.
