2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).

3. Staff recommends approval of the attached Record of Action for the January 22, 2018, meeting of the Ad Hoc Committee on Sustainability with any necessary corrections.

4. RECEIVE PRESENTATION regarding the Idle Free Pledge and REFER the item to the Board of Supervisors for further consideration.   
 
  Lindsey Osmer and Jobette Jingco gave a presentation regarding the Idle Free Pledge. These Alhambra High School students are in the Public Health program and are working in internships this winter.  They worked with the County's Sustainability Coordinator, Jody London, and Jessica Williams from Community Focus. The students listed the current accomplishments of the Idle Free program in Contra Costa County, which include the adoption by the Martinez Unified School District of a resolution in June 2017 that eliminates idling on District property, a Proclamation from the Martinez City Council in January 2018, and funding from Bay Area Air Quality Management District (BAAQMD) to get signs installed in Martinez schools’ parking lot. Since the adoption of their resolution, the students continue to spread this information to their peers and communities via word of mouth, bookmarks, and by giving this presentation to other city, county and government officials.

The Board of Supervisors took the Idle Free Pledge on April 25, 2017. Out of nearly 9,900 County employees, 138 have taken the pledge. The students recommended to Supervisors Glover and Gioia that the County create a policy that will prohibit County employees from idling in County vehicles and to increase awareness by posting more signage.

Supervisor Gioia suggested to involving the cities, as the County can only post signs in unincorporated areas. He mentioned that a State rule prohibits idling of more than 5 minutes for commercial vehicles and no idling around schools, however it does not apply to passenger vehicles. Supervisor Glover agreed that getting the message out is worthwhile and the students should work with other school districts and governing bodies, maybe even Parks and Recreation departments. He likes that it this initiative youth-led. Sustainability Commission Chair Victoria Smith suggested that the students connect with the libraries. The Supervisors asked that this presentation be brought to the full Board in April 2018.
 
5. PROVIDE DIRECTION to staff regarding development of a Distributed Energy Resource Plan for County facilities.   
 
  Steve Kowalewski, Deputy Director, Public Works, gave a presentation on a proposed Distributed Energy Resources (DER) Plan. Kowaleski discussed electric vehicle infrastructure, the purpose of the DER Plan, how it will operate as more accounts move to MCE, and the status of a grant from the Bay Area Air Quality Management District for electric vehicle chargers. The Committee directed this item come back at the next meeting.
 
 
6. DIRECT staff, facilitated by the Sustainability Coordinator, to identify the elements of an action plan for a Countywide education and outreach campaign on the Climate Action Plan, and resources needed to successfully implement such a plan.   
 
  Jody London, County Sustainability Coordinator, reported that there is interest from the Supervisors and the Sustainability Commission in developing a countywide message on sustainability. There may be opportunities to coordinate with other departments. The Committee recommended this item be brought to the Board.
 
7. RECEIVE report from the Contra Costa County Sustainability Commission Chair.   
 
  Sustainability Commission Chair Victoria Smith reported on the outcomes of the Commission’s recent meeting on February 26, 2018. The calendar and work plan have been adopted and the Commission is looking for dates for a retreat. Ms. Smith was re-elected as Chair, and Howdy Goudey is the new Vice Chair. At the February meeting, a representative from the County Library system attended and offered to collaborate with on Climate Action Plan issues.  Also at the February meeting, staff from the Department of Public Works gave a presentation on the Department's work to implement the Climate Action Plan and the proposed DER plan. Additional topics discussed at the meeting included interest in a countywide Styrofoam ban and reports on Adapting to Rising Tides and Resilient by Design. Supervisor Gioia stated that the General Plan is important and a big opportunity.
 
8. RECEIVE update from the County’s Sustainability Coordinator.   
 
  The Sustainability Coordinator, Jody London, provided a summary of her written report, which was included with the agenda materials.
 
9. The next meeting is currently scheduled for Monday, May 7, 2018, at 12:30 p.m.
