1. Introductions
 
2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
 
  None.
 
3. Staff recommends approval of the attached Record of Action for the July 31, 2017, Ad Hoc Committee on Sustainability Meeting with any necessary corrections.   
 
  The Record of Action was approved.
 
4. RECEIVE UPDATE on countywide planning for electric vehicle readiness.   
 
  Jody London described ongoing collaboration with the Contra Costa Transportation Authority to develop an electric vehicle (EV) shared mobility readiness plan. Staff is looking for funding to start this project.
 
5. RECEIVE UPDATE on status of electric vehicles in the County fleet.   
 
  Joe Yee reported that the Department of Public Works is assessing locations to install electric vehicle (EV) chargers for County fleet and for the public. Public Works is also looking for County departments that are ready to incorporate EVs into their fleets.
 
6. RECEIVE UPDATE from Contra Costa County Sustainability Commission.   
 
  Victoria Smith, Chair of the Sustainability Commission, gave an update of the first meeting. The Sustainability Commission elected officers and discussed developing a work plan to organize its work.
 
7. RECEIVE report on status of solar energy siting policies.   
 
  Jason Crapo and Will Nelson from the Department of Conservation and Development provided an overview of the County’s current policies for siting residential rooftop and commercial scale solar energy facilities, as described in the staff report.  Staff noted that more permits are pulled currently for residential rooftop solar projects than any other type of project for which the County issues permits.  In terms of commercial solar, staff is bringing to the Planning Commission and Board of Supervisors a modification to the current zoning that would allow solar projects that produce electricity for commercial purposes on a case-by-case basis. This is considered a stopgap measure while staff looks more extensively renewable resource potential and potential changes to zoning ordinances.
Members of the public encouraged the Board to facilitate installation of more solar projects of all types in Contra Costa County, as well as energy storage technologies.
 
8. RECEIVE update from County's Sustainability Coordinator and TAKE ACTION as appropriate.   
 
  The Sustainability Coordinator provided an overview of her activities since the last meeting.  Supervisor Gioia asked staff to report back on the model solar ordinance toolkit for residential solar projects being developed by the Bay Area Regional Collaborative and the Bay Area Air Quality Management District.
 
9. The next meeting is tentatively scheduled for Monday, November 13, 12:30 p.m.
