Chair Burgis called the meeting to order at 10:30 and invited staff present and the County's state and federal advocates, on the conference line, to introduce themselves. |

APPROVE the Record of Action with any necessary corrections. |

The Committee accepted the Record of Action as presented. |

PROVIDE input and direction to staff related to a contract for state legislative advocacy services for the period beginning January 1 2020. |

|
The Committee members discussed their meetings with Nielsen Merksamer and indicated they were willing to recommend a continuation of the advocacy services contract through June 30, 2022 (according to the RFP). Committee members directed staff to ensure that contract deliverables included regular written quarterly reports, on-going training for County staff on the legislative process, and an action plan for implementing the priorities of the Platform. |

PROVIDE direction to staff on the development of the 2020 State and Federal Legislative Platforms. |
|
|
|
The Committee provided direction to staff on the development of the 2020 Legislative Platforms, indicating they did not want a combined Federal/State Platform; they were in favor of the development of a 2-year Platform to commence on the next legislative cycle; they supported the idea of including the protocols for advocacy position development in the Platform; and they supported the idea of staff working with a Workgroup to continue soliciting input on the Platforms and transforming the policy-specific statements in the documents to principles. |

The next meeting is currently scheduled for November 11, 2019 but will be rescheduled owing to the Veterans' Day Holiday. |

The November meeting of the Legislation Committee was subsequently cancelled. |
