1. Introductions
 
2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
 
3.   RECEIVE and APPROVE the Record of Action for the February 6, 2023 meeting of the Legislation Committee, with any necessary corrections.
 
4.   ACCEPT the report on the State budget and State Bills of Interest to Contra Costa County and provide direction and/or input to staff and the County's state lobbyists as needed.
 
5.   CONSIDER recommending to the Board of Supervisors a "Support" position on SB 287 (Skinner) Features that Harm Child Users: Civil Penalty, a bill that would prohibit a social media platform from using a design, algorithm, or feature that the platform knows, or should have known, causes child users to do any of certain things, including experience addiction to the social media platform, as recommended by Supervisor Burgis.
 
6.   CONSIDER recommending to the Board of Supervisors a "Support" position on AB 817 (Pacheco) Local Government: Open Meetings, a bill that would authorize local boards, commissions, subcommittees (but not governing boards) to meet remotely, and provide direction to staff on other Brown Act-related bills.
 
7.   RECOMMEND to the Board of Supervisors a position of "Support" on AB 240 (Kalra): Dogs and Cats: California Spay-Neuter Fund, a bill that would establish the California Spay-Neuter Fund to finance low-cost spay-neuter operations throughout the state of California, as recommended by the Director of Animal Services.
 
8.   CONSIDER recommending to the Board of Supervisors a position of "Sponsor" on AB 540 (Wicks) Social Service Transportation Improvement Act, a bill that would require the coordination of social service transportation services under the Social Service Transportation Improvement Act, would increase the transportation improvement fee by $10 per vehicle, and would require the revenues generated to be deposited into the Public Transportation Account, as recommended by the Department of Conservation and Development.

 

 
9.   ACCEPT the report on the federal Community Project Funding process for FY 2024 and other federal matters of interest to the County and provide direction to staff and the County's federal lobbyists, as needed.
 
10. The next meeting is currently scheduled for Monday, April 10, 2023 at 1:00 p.m.
