C. 28    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Susan Gutierrez, M.D., in an amount not to exceed $240,000 to provide pain management services to Contra Costa Health Plan members and County recipients for the period December 1, 2022 through November 30, 2025. C. 31    APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Health Services Director, a purchase order with Cepheid in an amount not to exceed $2,910,000 for the purchase of COVID-19 testing reagents and supplies for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC), for the period from January 15, 2023, through January 14, 2026. C. 34    APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute an amended software and services agreement with Kronos Incorporated to increase the payment limit by $295,000 to a new payment limit of $895,000 for personnel scheduling software and automate payroll functions, and extend the contract expiration from July 10, 2023 to December 31, 2023, with continued monthly service fees until terminated. C. 35    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Cotiviti, Inc., (dba in California as Cotiviti I, Inc.) in an amount not to exceed $3,000,000 to provide a hosted software solution for Healthcare Effectiveness Data and Information Set measures, and data analysis related to fraud, waste and abuse and member outreach services, for Contra Costa Health Plan for the period November 1, 2022, through October 31, 2025. C. 39    APPROVE and AUTHORIZE the County Administrator, or designee, to execute a fifth amendment to the Permit to Enter and Release of Liability Agreement dated January 14, 2021 (PTE), between the County and the City of Richmond, to modify the permitted use to allow the County to use the site to provide all types of vaccines to the public. AUTHORIZE and RATIFY the execution of the third amendment to the PTE, which extends the term of the PTE through June 30, 2023. AUTHORIZE and RATIFY the execution of the fourth amendment to the PTE, which authorizes providing monkeypox vaccinations at the site.
 
C. 40    ADOPT Resolution No. 2022/374 declaring June 19 or "Juneteenth" an official County paid holiday and DIRECT the County Administrator to update the County's holiday policy and employee memoranda of understanding in recognition of this declaration, as recommended by the County Administrator.

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to a majority of the members of the Board of Supervisors less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar Street, First Floor, Martinez, CA 94553, during normal business hours.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt. 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.
