Referral History:
In May 2015, Department of Conservation and Development (“DCD”) staff presented to the Ad Hoc Subcommittee on Sustainability (“Subcommittee”) the new residential and non-residential 2013 California Green Building Standards Code requirements for electric vehicle supply equipment (“EVSE”). The Subcommittee provided direction to staff for developing local amendments to the 2013 California Green Building Standards Code for County adoption.
Referral Update:
As of July 1, 2015, electric vehicle charging is mandatory for all new residential and commercial buildings (Exhibit A). County Counsel reviewed DCD’s draft and prepared a final draft ordinance to amend the 2013 CA Green Building Code Standards Code to establish electric vehicle parking and charging station standards. The amended final draft is attached for the Subcommittee’s consideration (Exhibit B). The full State Code text is also attached for reference (Exhibit C). The proposed changes are provided in the attached table and summarized as follows:

Changes for new multi-family buildings:

  • Increase the required number of electric vehicle charging stations to 5 percent of the total number of parking spaces provided from the 3 percent as required in the State Code;

  • Require a minimum of 1 EVCS for every new multi-family building (3 or more units);

  • Require that charging equipment be installed for each EVCS in addition to the electrical infrastructure required by the State Code.

Changes for new commercial buildings:

  • Increase the required number of EVCS to 6 percent of total number of parking spaces provided from 3 percent as required in the State Code;

  • Require a minimum of 1 EVCS for every parking area associated with a new commercial building.
Recommendation(s)/Next Step(s):
RECOMMEND the Ad Hoc Committee on Sustainability recommend that the Board of Supervisors adopt local amendments to the 2013 California Green Building Standards Code requirements for electric vehicle supply equipment.
