Referral History:
The County adopted a Climate Action Plan (CAP) in December, 2015. The CAP contains a number of implementation measures designated to be carried out by various county departments and programs. The prospectus for a North Richmond Urban Greening and Resiliency Plan(Attachment A), developed by the County Watershed Program, will address many of these implementation measures, integrating the efforts of different County departments and programs, non-profit organizations and community members.
Referral Update:
The North Richmond Urban Greening and Resiliency Plan, as envisioned, can serve as a model for how to carry out selected implementation measures in the CAP, and should be endorsed as a pilot for how to carry out these implementation measures for the entire County.
Recommendation(s)/Next Step(s):
Staff recommends the committee RECEIVE the prospectus for a North Richmond Urban Greening and Resiliency Plan and ENDORSE the Plan as a pilot project for implementing selected goals of the County’s Climate Action Plan.
Fiscal Impact (if any):
The action requested of the Committee is to endorse this approach as a pilot for implementing the CAP. So in that sense, there is no fiscal impact.

However, with respect to the fiscal impact of implementing the actual project, funding will need to be obtained through grants to pay for the planning, community engagement, and infrastructure improvements envisioned by the project. The County's Watershed Program, which implements the regulations and initiatives associated with Green Infrastructure, has a budget sufficient for regulation/permitting of the NPDES Municipal Regional Permit for the Clean Water Act's implementation but not for significant capital improvements. For planning and implementation of Green Infrastructure and related improvements, we are presently reliant on grants or general fund allocations.
