Referral History:
At the February 18, 2021 meeting of the Illegal Dumping Ad Hoc Committee, staff was directed to bring forward a recommendation to the full Board to approve allocation of funding in the amount of $350,000 for uninterrupted implementation of the two illegal dumping strategies that could not be implemented with existing budgets in FY 2021/22 (Year 3).
On June 8, 2021, the County Board of Supervisors received a presentation from the
interdepartmental Illegal Dumping Think Tank team and approved allocation of funding in the amount of $350,000 for uninterrupted implementation of the two illegal dumping strategies that could not be implemented with existing budgets in FY 21/22 (Year 3), and Ad Hoc Committee recommended strategy amendments.
Referral Update:
Measure X
On August 4, 2021, John Kopchik made a presentation to the Measure X Community Advisory Board seeking $600,000 to help fund the County’s Illegal Dumping Initiative. Unfortunately, the Measure X Community Advisory Board did not choose to recommend funding.
However, The Board of Supervisors expressed support for allocating Measure X funding for the Illegal Dumping Initiative.
On November 16, 2021, an annual Measure X investment of $600,000 was approved by the Board of Supervisors to support the ongoing implementation of the Illegal Dumping Initiative Program.

Clean California Local Grant Program (CCLGP)
The CCLGP is a competitive statewide program created to beautify and clean up local streets and roads, tribal lands, parks, pathways, transit centers and other public spaces. Assembly Bill 149 (Section 16) created the CCLGP in 2021, and was codified under the Streets and Highway Code §91.41 et al. On December 1, 2021, Caltrans announced the Call for Projects for the CCLGP to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers to clean and enhance public spaces. Through the combination of adding beautification measures and art in public spaces along with the removal of litter and debris, this effort will enhance communities and improve spaces for walking and recreation.
On February 1, 2022, Staff submitted Staff submitted an application seeking grant funds totaling $695,000 in Grant Funding. Contra Costa County will be required to provide a 50% Local Match.

The Clean California Grant Project proposed by staff consists of the following infrastructure and non-infrastructure tasks:

Task 1 – Montalvin Park Sports Court Renovation Project, Phase 1
Task 2 – Six month Countywide Public Outreach Campaign (Strategy #5)
Task 3 – Two-year Countywide Graffiti Abatement/ Abandoned and Derelict RV/Boat Abatement (Strategy #40)
Task 4 – Proper Waste Collection, Prevention and Report Illegal Dumping signage (Strategy #26)
Task 5 – Countywide Community Clean Up Event (multiple locations in West, Central and East County) (Strategy #17)
Task 6 – Grant Administration/Staff Time
Task 7 – Surveillance Cameras – Wireless high-definition surveillance cameras for illegal dumping hotspot monitoring (Strategy #45)

On March 1, 2022, Governor Gavin Newsom announced that underserved communities throughout the state will receive $296 million in Clean California grants to remove litter and transform public spaces into points of pride. 329 project applications were received, and 105 projects, or approximately 30%, were awarded. Contra Costa County was awarded $695,000 to continue implementation of the Illegal Dumping Initiative and complete Phase 1 of the Montalvin Park Sports Court Renovation Project.
