RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Municipal Emergency Services, in an amount not to exceed $330,000, for the purchase of firefighter personal protective equipment.

FISCAL IMPACT:

Budgeted; 100% CCCPFD General Operating Fund

BACKGROUND:

Firefighter personal protective equipment (PPE) is designed to protect firefighters from injuries and illnesses resulting from contact with the hazards they encounter on the job. This purchase is for 92 sets of turnout gear. The protective coats and pants are worn during structural firefighting operations. Turnouts are periodically inspected for damage and if they cannot be repaired, they must be replaced. New turnouts are also needed to equip new hires. New firefighters receive two sets of turnouts. The District routinely places large orders for new PPE.






BACKGROUND: (CONT'D)
After an extensive field test, the District’s PPE committee found this brand of turnouts to be significantly more resilient to wear and damage as compared to other brands. The garments were designed to be as light as possible with the best heat release rating. The ensemble is lighter and more comfortable to wear and also enhances personnel safety. The District is transitioning to this brand of turnouts with the goal to purchase enough turnouts over a three-year period to provide every firefighter with at least one set of the new brand. The second set will be replaced as the older turnouts fail inspection or age beyond their service life.
