RECOMMENDATION(S):

APPROVE Appropriation Adjustment No. 5004 to allocate $112,029,451 in Coronavirus State and Local Fiscal Recovery Funds to various Divisions of the Health Services Department.

FISCAL IMPACT:

This appropriation adjustment provides funding of $112,029,451 to respond to the COVID-19 pandemic for the 2021/22 fiscal period.

BACKGROUND:

The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021 by President Biden. The ARPA is a broad and far-reaching funding package totaling $1.9 Trillion, which provides direct stimulus to taxpayers, advances on child tax credit payments, direct allocations to State and Local governments as well as a myriad of competitive grant programs administered by federal agencies.  
  




BACKGROUND: (CONT'D)
On April 21, 2021, the Board acknowledged the intended use of approximately $110 million from American Rescue Plan Year 1 funds for Health Services COVID-19 expenses, pending future discussion with the Board of Supervisors and final guidelines released by the U.S. Treasury.
  
On May 11, 2021, the Board directed the County Administrator to return to the Board with recommendations regarding American Rescue Plan Act funding once definitive guidance was available.  
  
At the August 3, 2021 Board of Supervisors meeting, an ARPA workshop was presented by County staff, which included an overview of the ARPA, including national funding figures.  
  
At that time, the County had identified known American Rescue Plan revenues of $317,327,304, including $224,058,903 of Coronavirus State and Local Fiscal Recovery Fund (CSLFRF) allocation, $71,605,012 of Emergency Rental Assistance Program 2 (ERAP 2) allocation, $12,000,000 of HOME Investment Partnerships allocation, $3,355,250 of ARPA Funding for Health Centers allocation, $2,508,139 of Substance Abuse Prevention and Treatment Block Grant (SABG) allocation, $2,300,000 of ARPA Headstart allocation and $1,500,000 of ARPA Public Health workforce grant funds.   
  
Of the the $317,327,304 summary total figure above, $127,606,232 has been received by the County, including $112,029,452 of CSLFRF allocation and $15,576,780 of the federal ERAP 2 allocation. These figures will increase as the federal and state governments release additional allocation information related to different funding segments of the American Rescue Plan, primarily in the Health Services and Employment and Human Services departments.  
  
At the conclusion of the August 3rd discussion, the County Board of Supervisors approved $112,029,451 exclusively for the use of the Health Services Department for the Fiscal Year 2021/22 for COVID-19 Response Activities. The attached appropriation adjustment provides the expenditure authority needed to implement the Board’s policy decision.  
  
Based on the trended cost from the prior year the County Health Services Department estimates $135,311,296 for Fiscal Year 2021/22 COVID-19 response cost. Quarterly financial reporting to the Board of Supervisors, as approved at the August 3rd Board of Supervisors meeting, will occur with updates on the actual utilization of the available funding and the templates agreed upon. The County anticipates its second allocation of CSLFRF funds from the U.S. Treasury in the amount of $112,029,451 in May 2022. The Board of Supervisors has not yet determined how to allocate the second allocation of CSLFRF funds at this time.  
  
The first year CSLFRF funds will support the ongoing response to COVID-19 within Contra Costa County through three primary Public Health projects: Prevention and Mitigation of COVID-19, Delivery System COVID-19 Treatment and Medical Services, and Addressing Disparities in Public Health Outcomes. These projects will build on and expand Contra Costa’s existing COVID-19 response to efficiently and equitably protect and support communities throughout Contra Costa.   
  
This funding will support testing, vaccination, contact tracing, mobile teams, and outreach and communication efforts throughout the county, with a focus on traditionally marginalized communities. For example, testing and vaccination locations have been strategically placed Contra Costa County Recovery Plan 7 within historically marginalized communities that have the lowest vaccination rates and highest case rates, including the cities of Richmond, Antioch and the Monument Corridor area with the City of Concord. Locating sites in these areas not only reduces barriers to access, but also increases visibility of COVID-19 response efforts. Funding will also support mobile teams and outreach workers, which aim to further reduce access barriers.   
  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the appropriation adjustment will prevent the appropriation of CSLFRF funds in the Health Services Department to respond to the COVID-19 Pandemic.
