RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Standard Agreement (Amendment) #29-772-41 (State #04-36067, A27) with the State of California, Department of Health Care Services (DHCS), to amend Agreement #29-772-13 (as amended by subsequent amendments #29-772-14 through #29-772-40) to incorporate new language required by the revised Federal Medicaid Rules and add 2019-2020 capitation rates, with no change in the original amount payable to the County not to exceed $317,472,000 and no change in the term of April 1, 2005 through December 31, 2021.

FISCAL IMPACT:

No change in the original amount payable to the County not to exceed $317,472,000 for the Medi-Cal Managed Care Local Initiative Project. No County match is required.

BACKGROUND:

The State has been contracting with the Health Services Department’s Contra Costa Health Plan to provide health care services to eligible Medi-Cal recipients within the scope of Medi-Cal benefits under the Medi-Cal Local Initiative Health Plan since February 1, 1997.

On April 26, 2005, the Board of Supervisors approved Standard Agreement #29-772-13 with the State of California, DHCS, for the Medi-Cal Local Initiative Health Plan, for the period from April 1, 2005 through December 31, 2021. Subsequent amendments #29-772-14 through #29-772-40 have been issued by DHCS to amend Standard Agreement #29-772-13 to extend the term, add funds, adjust capitation rates and modify language.  
  
Approval of this Standard Agreement (Amendment) #29-772-41 will incorporate new language required by the revised Federal Medicaid Rules including business associate requirements, network data submissions, external quality review requirements, performance improvement plans, network adequacy validation, encounter data validation, focused studies, technical assistance. site review, network composition, specialists time and distance standard, provider network reports, provider screening and enrollment, behavioral health treatment, out of network case management, and add 2019-2020 capitation rates with no change in the payment limit or term through December 31, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County will not be able to participate as a Medi-Cal Local Initiative Health Plan.
