RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-633 with Bright Heart Health, Inc., a non-profit corporation, in an amount not to exceed $250,000, to provide mental health services to recipients of the CalWORKs Welfare to Work Program and their children, including individual, group and family collateral counseling, case management, and parent/caregiver support services to reduce barriers to employment, for the period from July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $250,000 and will be funded 100% by CalWorks funding.

BACKGROUND:

This contract meets the social needs of the County’s population by providing mental health services to adults and their children with emotional and behavioral problems to improve work activities and reduce unsafe behavioral practices.

Due to a staff member on medical leave, negotiations for this contract were delayed. The County received the necessary documents from the contractor on June 30, 2021.  
  
Under Contract #74-633, Bright Heart Health, Inc., will provide mental health services to recipients of the CalWORKs Program and their children, including individual, group and family collateral counseling, case management, and parent/caregiver support services to reduce barriers to employment for the period from July 1, 2021 through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, CalWORKs recipients will not have sufficient access to mental health services as needed.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors community outcomes: “Families that are safe, stable and nurturing.” The expected program outcome is increased number of CalWORKs participants ready to return to the labor force and earn income after they and their families receive mental health services under this contract.
