RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a grant in the amount of $9,100 from The Pacific Library Partnership to provide materials and services for the period July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

No Library Fund Match.

BACKGROUND:

The Pacific Library Partnership (PLP) was established in 2009 as a consolidation of four library systems in the Bay Area. Currently, the PLP has grown to 42 library systems, comprising 9 academic library systems and 33 public library systems, including Contra Costa County Library System. The purpose of this regional system is to improve the services of its constituent member libraries by maintaining existing CLSA (California Library Services Act) programs, leading research and development efforts to ensure that libraries are best positioned to respond to demographic, economic, and cultural changes through innovative and collaborative approaches to programming and services and the enhancement of collective resource building and sharing.

The proposed grant award is intended to increase access and security to technology among persons experiencing homelessness, focusing on youth (aged 13-18) and their families at branch locations in San Pablo, Concord, Pittsburg, and Antioch. These locations serve homeless populations but lack a dedicated outside funding source, such as a "Friends of" organization, for programs and resources beyond the County budget. Investing resources towards persons experiencing homelessness, particularly youth and their families, will support each community as a whole. The funds for this grant will be used to provide secure, permanent device charging stations at the specified branch locations. The security measures in place at each station will allow users to safely leave their device unmonitored while it charges and use other library amenities, then remove their device when it is fully charged.

CONSEQUENCE OF NEGATIVE ACTION:

Should the recommendation not be approved, the Antioch, San Pablo, Concord, and Pittsburg branch locations will not have the funding to add secure charging stations.
