RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to extend the contract period for the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding with the California Department of Aging through September 30, 2022.

FISCAL IMPACT:

In FY 2020-2021, the Employment and Human Services Department received $2,152,096 in advanced CARES Act funding. $970,027 portion of that will be carried forward to FY 2021-2022 and will be adjusted on the expenditure side during FY 2021-2022 Rebalance. This is 100% Federal funding. No County Match is required.

BACKGROUND:

The California Department of Aging (CDA) has contracted with the Employment and Human Services Department, Area Agency on Aging (AAA), for $2,152,096 in CARES Act funding for the grant period July 1, 2020 through September 30, 2021, to respond to the needs of older adults in Contra Costa County. CDA has granted the AAA a one-year extension to expend CARES Act funds through September 30, 2022. This extension amends the County’s CARES Act contract with CDA to expire on September 30, 2022.



CONSEQUENCE OF NEGATIVE ACTION:

Without the extension, the County’s CARES Act contract with CDA will expire on September 30, 2021 without fully expending its funding allocation to support older adults in the community during the pandemic.
