RECOMMENDATION(S):

RESCIND Board action of July 27, 2021 (C.80), which pertained to a contract with Greater Richmond Inter-Faith Program; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-042-32 with Greater Richmond Inter-Faith Program (GRIP), a non-profit corporation, in an amount not to exceed $250,000, to provide emergency shelter services at the Emergency Family Shelter and operate the West County CARE Center for the Homeless Coordinated Entry System of Care for the period July 1, 2021 through June 30, 2022.

FISCAL IMPACT:

This contract will result in a contractual service annual expenditure of up to $250,000 for FY 2021-2022 and is funded 53% Housing and Urban Development, 30% County General Fund, and 17% Mental Health Realignment.









BACKGROUND:

This contract meets the social needs of the County’s population by providing emergency shelter services, twenty-four hours per day, seven days per week, to homeless adults in West County. This contractor previously operated the Richmond Warming Center and emergency Covid-19 housing under California's Project RoomKey. This contractor will continue to provide emergency shelter services at the Emergency Family Shelter and operate the West County CARE Center for the Homeless Coordinated Entry System of Care providing support services to Contra Costa County families that are homeless, including case management, day shelter services, transportation needs, mental health assessment and crisis intervention. GRIP has been providing emergency shelter services and operating the CARE Center in West County since July 2001.  
  
On December 10, 2019, the Board of Supervisors approved Contract #25-042-27 with GRIP in an amount not to exceed $788,041 to provide emergency shelter services at the Emergency Family Shelter for homeless families and operate the West County CARE Center and Warming Center for the Homeless Coordinated Entry System of Care, for the period from October 1, 2019 through June 30, 2021.  
  
On May 26, 2020, the Board of Supervisors approved Amendment Agreement #25-042-28 to increase the payment limit by $758,837 to a new payment limit of $1,546,878 to provide emergency COVID-19 housing with no change in the term.  
  
On September 8, 2020, the Board of Supervisors approved Amendment Agreement #25-042-29 to increase the payment limit by $1,062,303 to a new payment limit of $2,609,181 to provide additional emergency COVID-19 housing with no change in the term.  
  
On January 19, 2021, the Board of Supervisors approved Amendment Agreement #25-042-30 to increase the payment limit by $687,458 to a new payment limit of $3,296,639 to provide additional emergency COVID-19 housing with no change in the term.  
  
On April 20, 2021, the Board of Supervisors approved Amendment Agreement #25-042-31 to increase the payment limit by $687,459, from $3,296,639 to a new payment limit of $3,984,098 to provide additional emergency COVID-19 housing with no change in the term.  
  
On July 27, 2021 the Board of Supervisors approved C.80, Contract #25-042-32 in an amount not to exceed $450,308, however, the payment limit on the Board Order was incorrect. This Board Order will rescind that incorrect Board Order and allow the payment limit to be in an amount not to exceed $250,000. This will allow the contractor to continue to provide emergency shelter services at the Emergency Family Shelter and operate the West County CARE Center through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If the recommendation is not approved, the prior Board action with the incorrect payment limit will stand and the correct payment limit will not be reflected.
