RECOMMENDATION(S):

Behavioral Health Admin (5999) / Fleet ISF (0064): Approve Appropriation and Revenue Adjustment #5003 authorizing the transfer of appropriations in the amount of $29,415 from Behavioral Health Admin (5999) to General Services – ISF Fleet Services (0064) for the purchase of (1) vehicle for transportation of Forensic clients.

FISCAL IMPACT:

This action increases appropriations in General Services – Fleet Services (0064) and reduces appropriations in Behavioral Health Admin (5999) by $29,415. This purchase is funded 100% by City of Concord grant for Mental Health Evaluation Team services.











BACKGROUND:

The Concord Police Department (CPD) recently funded a Mental Health Clinical Specialist (MHCS) position in order to have a Mental Health Evaluation Team (MHET) as part of the County's MHET program that works within the city of Concord only. This funding includes the use of a County car. The car will be used by our MHCS to co-respond with CPD in the community to provide services to individuals with mental health needs who have frequent contact with the police. The MHCS will work to link the individuals to services within our system of care. In addition to using the car to meet people in the field, it will be used to transport clients as needed to appointments. By taking people to appointments the MHCS will increase the chances of someone following through with services that can potentially break the pattern of frequent police contacts.

CONSEQUENCE OF NEGATIVE ACTION:

If a vehicle is not available, the Behavioral Health Services Division (BHS) will not be in compliance with the agreement between BHS and CPD. In addition, it limits the MHCS’s field work to initial contacts which are made with the MHET police officer and does not allow for follow up linkage services which is the goal of MHET.
