RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Terri Oyarzun d/b/a Goats R Us in the amount not to exceed $700,000 to provide on-call grazing services, for the period from September 14, 2021 through September 13, 2024, Countywide. (100% Local Flood Control District Funds)

BACKGROUND:

The Contra Costa County Public Works Department (Department) is involved in the planning, design, construction, and maintenance of a variety of Department and Contra Costa County Flood Control and Water Conservation District (District) projects and facilities. Community interest and increased regulatory requirements are encouraging the Department and District to reduce pesticide use. The Department and the District are using grazing animals to perform vegetation management services in specific locations to achieve fire reduction, habitat management, and flood flow capacity goals. Therefore, assistance from specially-trained contractors is necessary for routine management of vegetation along road right-of-ways, flood protection facilities, and other County-owned properties.  
  
Originally bid on BidSync #2105-481, Terri Oyarzun d/b/a Goats R Us was the only vendor to submit a bid for this work. The Department intends to award one $700,000 contract to Terri Oyarzun d/b/a Goats R Us. The contract will have a term of one (1) year, with the option of two (2) one-year extensions, and will be used as needed, with no minimum amount that has be to spent.  
  
This contract includes services provided by represented classifications, and the County has met its obligations with the respective labor partner(s).  

CONSEQUENCE OF NEGATIVE ACTION:

Where vegetation management services are required, the Department may be unable to complete routine road, flood control, and airport facilities vegetation management work in a timely manner.
