4. Receive an update from the Aviation Advisory Committee Chair (Maurice Gunderson)
  AAC Chair Maurice Gunderson gave an update on several airport related topics that included: airport noise outreach, Contra Costa County Airports’ Bay Area Aviation Technology Test Site (BA2T2S) program, non-aviation commercial development at Buchanan Field, Byron Airport general plan amendment (GPA), and proposed Byron Airport public viewing plaza
             
5. Discuss progress regarding the Byron Airport General Plan Amendment (Will Nelson, Department of Conservation and Development)
  Will Nelson with the Department of Conservation and Development (DCD) gave an update on the Byron Airport general plan amendment. Consultants, Dudek, provided a second administrative draft environmental impact report (ADEIR). It is marginally better than the first one; however, there are still grammatical issues and other various technical problems. County staff have agreed to provide Dudek with universal comments to the various issues observed in the ADEIR. One of the biggest components of concern is the transportation element as certain areas of the study are not feasible with local policies. County staff discussed the deficiencies with Dudek, and they have agreed to edit and clean the document prior to having County staff review again. Dudek has agreed to take over the transportation study in house instead of through a subcontractor; however, they may have to redo the entire study.

Airports Committee members Supervisor Burgis and Mitchoff expressed their concerns and inquired if County staff would benefit from cancelling the contract and starting anew. Possibly, but the process to get a new firm would take many months and delay the project 18-24 months. In addition, the overall cost to cancel the contract and following legal processes will likely cost more in legal fees. County staff believe they may stand to gain more by salvaging the studies and getting someone new within Dudek to perform the work. Dudek has agreed to provide an updated schedule with deliverables in approximately four to six weeks. Airport Committee once again expressed concerns regarding the delays in completing this project.
             
6. Discuss the Airport Innovation and Business Attraction Program, Buchanan Field and Byron Airport
  There are a handful of UAS companies already operating out of Buchanan Field and Byron Airport along with several that have expressed interest. The Airports Division and County staff have formed the Bay Area Aviation Technology Test Site (BA2T2S) program in an effort to designate both airports as test sites. AAC Chair Maurice emphasized the competitive advantage of both airports. Supervisor Mitchoff recommended airport staff provide a comprehensive presentation at a future Board meeting. Airport staff are looking to schedule a presentation to the Board of Supervisors in December.
             
7. Discuss the new terminal, administration office and aircraft rescue and firefighting facility, Buchanan Field
  This item stems from the airports’ strategic plan. One of the top priority projects that was identified for Buchanan Field Airport was to create a “heart” or hub of the airport (i.e. terminal building). Airport staff are currently in the design phase with consultants, The KPA Group. The nine-million-dollar general aviation facility will consist of administrative office space, airport rescue and firefighting (ARFF) space, public space to support air service providers, office space for aviation businesses, and meeting space for the general public. The ARFF and public area components of the facility is fundable by the Federal Aviation Administration (FAA). Construction is tentatively set to start in 2021. Supervisor Mitchoff instructed and airport staff agreed to work closely with tenants on accommodations.

8. Discuss Federal Aviation Administration grant funding and project timing for Runway 14L/32R pavement rehabilitation project, Buchanan Field
  $5.3 million in grant money from the FAA has been approved for the Runway 14L/32R pavement and rehabilitation project at Buchanan Field Airport. Airport staff are waiting for the FAA grant offer letter that has been delayed a week and is expected to arrive Thursday, September 19th by email. The grant offer letter has a one-day execution turnaround with a Friday, September 20th deadline. Airport staff have briefed BOS Chairperson and County Counsel regarding the quick turnaround time. During construction, the runway will be shut down for approximately 60 days. Construction is set to start in 2020.
             
9. Discuss the 280-288 Buchanan Field Road property reversion back to the County
  The buildings located at 280 and 288 Buchanan Field Road reverted to the County on July 7, 2019. In mid-August, the fire line on the property burst. The total repair cost for the damage is approximately $200,000 to be paid out of the Airport Enterprise Fund. County staff have submitted paperwork through insurance and expect to receive reimbursement for a portion of the work.
             
10. Discuss the Skyview Aviation lease to conduct maintenance and flight training services, Byron Airport
  Airport staff thanked the BOS for approving the lease with new Byron Airport tenant, Skyview Aviation, LLC. The business provides flight training and aircraft maintenance services. Full operations are set to being in October. If all goes well with the business, they plan to build a facility and eventually become a fixed-base operator (FBO). Airport staff noted this could potentially be the first FBO out of Byron Airport. Both Supervisors congratulated Airport staff.
             
11. Discuss Kitty Hawk Aero’s interest in constructing an aviation testing and assembly facility at Byron Airport
  Kitty Hawk is a subsidiary of a larger company that performs various testing for vertical takeoff and landing aircraft. The group have been in discussions with Airport staff about building a 20,000 square foot facility. Unfortunately, the group had immediate space/facility needs that the County could not meet at the time; however, the group is still interested in performing testing out of Byron Airport.
 
             
12. Airport Director's report (12.a-12.e)
             
a. 36-acre non-aviation development project, Byron Airport
  On August 29, 2019, Airport staff submitted an Intent to Release letter to the FAA to release 36 acres of land to be designated for non-aviation use. The factor of timing in regard to the 36-acre development goes hand in hand with the completion of the Byron Airport GPA. (see agenda item #5)
             
b. 3-acre business park development, Buchanan Field
  This parcel is located on the northeast corner of Marsh Drive and Sally Ride Drive at Buchanan Field Airport. The developers are anxious to break ground and are nearing completion of their environmental clearance in order to submit for building permits through DCD. The group is planning to break ground in spring 2020.
 
             
c. 4.6-acre development, Buchanan Field 
  This property is located at the northwest corner of Marsh Drive and Solano Way. About 80% is within the City of Concord and 20% is within the County. County staff is in the process of negotiating lease and development terms with the Claremont Properties, LLC and Deutscher Properties Corporation development team. The team members plan to submit a development application to the City of Concord next week to start the entitlement process. The property is expected to have self-storage with one manager unit.
 
             
d. Proposed relocation of Confire Station 9 to Airport property, Buchanan Field

hello dear
  ConFire Station 9 is planning to relocate to Airport property on the west side at Buchanan Field around Center Avenue and Willow Street. They are undergoing environmental review and entitlement processes and expect to be done by the end of the calendar year with hopes of breaking ground next year. The site will have an aviation air ambulance component through a partnership with REACH Air Medical Services LLC. Supervisor Mitchoff inquired if noise would be an issue given the REACH helicopter. From the location and site of development, noise is not expected to be an issue.
             
e. Release of 16-acres for non-aeronautical use, Buchanan Field
  This vacant 15-acre property is located on the west side at Buchanan Field Airport. County staff are nearing completion in the negotiation process and expect to start the environmental review process shortly. More updates will be provided as they come.
             
13. Review and recommend allocation of approximately $450,000 from the Mariposa Community Benefit Fund to extend utilities and pave the A and B rows at the Byron Airport
 
  A motion was made to recommend $450,000 from the Mariposa Community Benefit Fund to extend utilities and pave the A and B rows at Byron Airport.
