The Legislature in July approved a Fiscal Year 2018-2019 allocation of $1.46 billion in Greenhouse Gas Reduction Funds (GGRF) generated by California’s Cap and Trade program to reduce emissions of greenhouse gases. The attached chart outlines the programs and amounts. The County operates and participates in a range of programs that may be eligible for these funds; in some instances eligibility might be directly through a County department that would apply for and manage the grant (if awarded). In other instances eligibility might through an entity with which the County works – non-profit, another public agency, research organization – and the County is a partner and/or supporter.

As State agencies develop their solicitations, they often ask for public comment on how they propose to structure the grant opportunity. Participating at this stage can help structure grant opportunities so County projects are more likely to qualify. State agencies will likely begin
developing plans for the 18-19 GGRF grant programs in the next several months.

In prior years, County departments have decided whether to submit grant applications for GGRF funding based on program design, staff capacity to take on grant development tasks, and prior experience with the grant program and sponsoring State agency. The Ad Hoc Committee on Sustainability may wish to direct departments to report on which GGRF grant opportunities they intend to apply for in FY 18-19.

Fiscal Impact (if any):
Pursuing grants will involve expenditure of staff time spent preparing the grant proposal, as well as participating in meeting, workshops, or other venues to provide input to the adminstering agency before the grant opportunity is released.
