RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Novation Contract #22–033–61 with Meals on Wheels Diablo Region, a non-profit corporation, in an amount not to exceed $227,921, to provide congregate meals for the Senior Nutrition Program, for the period from July 1, 2018 through June 30, 2019, which includes a three-month automatic extension through September 30, 2019, in an amount not to exceed $56,980.

FISCAL IMPACT:

This contract is 100% federally funded under Title III-C1 of the Older Americans Act of 1965 through an interdepartmental agreement with the Contra Costa Employment and Human Services Department. (Rate increase)

BACKGROUND:

This contract meets the social needs of County’s population in providing congregate meals on 250 serving days, to an average of 225 senior citizens per day, to ensure they receive at least 1/3 of their daily nutritional requirements.

On June 13, 2017, the Board of Supervisors approved Novation Contract #22-033-60 with Meals on Wheels and Senior Outreach Services of Contra Costa, to provide congregate meal services for the Senior Nutrition Program, for the period from July 1, 2017 through June 30, 2018, which included a three-month automatic extension through September 30, 2018.  
  
Approval of Novation Contract #22-033-61 replaces the automatic extension under the prior contract and allows the contractor to continue providing services at six of the 17 Senior Nutrition Program sites through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, congregate meal service for the Senior Nutrition Program will not be provided.
