RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with STAND! For Families Free of Violence, to decrease the payment limit by $84,430.00 to a new payment limit of $35,400 and to extend the term from June 30, 2018 to a new term ending August 31, 2018, to provide case management, advocacy, and peer counseling services as part of the Contra Costa County Elder Abuse Prevention Project to victims of financial elder abuse, for the period July 1, 2016 through August 31, 2018.

FISCAL IMPACT:

This contract amendment will decrease budgeted expenditures by $84,430 to a new total of $35,400. The contract is 100% federally funded through the California Governor's Office of Emergency Services County Victim Services (XC) Grant, CFDA 16.575.









BACKGROUND:

The California Office of Emergency Services (Cal OES) awarded one­time, two-year County Victim Services (XC) Grants to fill victim services gaps and needs. The XC Grant funds were awarded to successful respondents from California counties and the City of Los Angeles, including Contra Costa County. The Cal OES Grant was awarded to the County, confirming funding is available from July 1, 2016 through June 30, 2018. The response from County residents to services provided through this Cal OES Grant has been greater than anticipated and demand for services is continually increasing.   
  
County was notified that the Cal OES Grant was extended to August 31, 2018. This contract amendment will support the continuation of services from STAND! For Families Free of Violence (Contractor), which provides case management, advocacy, and peer counseling services to victims of financial elder abuse, as part of the Contra Costa County (County) Elder Abuse Prevention Program (EAPP). Contractor was not able to deliver the quantity of services originally projected for this grant period. Consequently, funding has been decreased accordingly. In partnership with County's Adult Protective Service (APS), this Contractor participates in a multi­disciplinary team to increase communication with all partners of EAPP for the wide variety of services funded under this grant.  

CONSEQUENCE OF NEGATIVE ACTION:

Approving this contract amendment and extension will provide for realistic levels of ongoing case management, advocacy, and peer counseling services to victims of financial elder abuse, as a part of the County Elder Abuse Prevention Program.
