RECOMMENDATION(S):

REQUEST that staff from the Office of the Sheriff, District Attorney’s Office, Health Services Department, Public Works Department and Department of Conservation and Development report to the Board of Supervisors in September or October 2018 about what the County is currently doing and what more the County can do to combat illegal dumping throughout the County unincorporated area.

FISCAL IMPACT:

Presenting the requested report to the Board of Supervisors at a future meeting is not expected to impact the County General Fund.

BACKGROUND:

Illegal dumping has been a problem that has plagued Contra Costa County for many years. In recent years, the number of occurrences has substantially increased. The increased illegal dumping activity impacts constituents who live and work in all five County Supervisorial Districts where it blights communities, impacts waterways and drains County resources.

On April 15, 2018, Supervisor Diane Burgis hosted an Illegal Dumping Forum to foster discussion about illegal dumping in far East County. Experienced members with subject matter knowledge from different County departments accepted Supervisor Burgis invitation and made presentations about the problem of illegal dumping, its impacts and what was being done about it. There were also additional agency representatives in attendance as well as contacts from the County's franchise haulers and some members of the public who have on-going problems with illegal dumping on their own property.  
  
Following the Forum, these same speakers as well as others have formed an informal working group to discuss the challenging problem. The five County Departments represented on the multi-departmental working group (known informally as the Illegal Dumping "Think Tank") are the Sheriff’s Office, the District Attorney’s Office, the Department of Public Works, the Health Services Department’s Environmental Health Division and the Department of Conservation of Development.  
  
As a next step, Supervisor Burgis recommends the Board request the Illegal Dumping “Think Tank” to report back to the full Board in September or October with preliminary information on what the County is currently doing and what new or expanded strategies could be considered. This would enable the full Board to provide guidance and input as staff continues to explore strategies and seek input from other agencies and partners.

CONSEQUENCE OF NEGATIVE ACTION:

The Illegal Dumping “Think Tank” would not return to present the Board of Supervisors with a report about additional actions the County could take to further combat illegal dumping.
