RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute, on behalf of the County, a contract with the Local Government Commission, a non-profit organization, with modified indemnification language, to provide a CivicSpark Member under the federally-funded AmeriCorps program to assist with climate action plan implementation activities in an amount not to exceed $5,000 for the period September 11, 2018 through August 30, 2019.

FISCAL IMPACT:

There will be no impact to the General Fund. A majority of the cost ($20,500 of $25,500) for the Civic Spark Member is paid by Pacific Gas and Electric (PG&E) through a contract with StopWaste (Energy Council) who Co-Administers East Bay Energy Watch (EBEW), a Local Government Partnership (LGP) collaboration between PG&E, local governments, non-profit and for-profit service providers in the East Bay providing energy efficiency solutions for businesses and municipalities throughout Alameda and Contra Costa Counties. The cost of this contract is $5,000 for the CivicSpark Member, covered by Bay Area Regional Energy Network (BayREN) funding allocated to the County.






BACKGROUND:

The CivicSpark program is a federally-funded AmeriCorps program operated by The Local Government Commission (LGC). LGC recruits, employs, and supervises emerging professionals as “CivicSpark Members”. The Program provides climate change capacity building services to local governments in California through project implementation activities provided by LGC teams.   
  
EBEW allocated funding to cover a majority of the cost of up to ten (10) CivicSpark Members for their 2018-19 service year. Jurisdictions throughout Alameda and Contra Costa Counties had to submit a project proposal if they wanted to obtain a CivicSpark Member. Contra Costa County, Department of Conservation and Development (DCD), in coordination with the County Health Services Department submitted a proposal and was awarded a CivicSpark Member.   
  
The CivicSpark Member will assist County staff with coordinating all of the various energy efficiency programs throughout the County to educate clients/patients regarding opportunities to improve their homes energy efficiency and other health related co-benefits. This effort expands upon a small pilot program that was implemented last year by County Health Services staff in coordination with the County’s Weatherization Program. The CivicSpark Member will also assist with general marketing and outreach for our BayREN and EBEW activities to support the implementation of the County’s Climate Action Plan. The contract requires that the selected CivicSpark Member spend at least 20% of their time supporting EBEW activities.

CONSEQUENCE OF NEGATIVE ACTION:

The County would not receive a CivicSpark Member to assist the County in meeting its Climate Action Plan goals and would not benefit from the 80% subsidy being offered by EBEW for the CivicSpark Member.
