RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner, a purchase order with Motorola in an amount not to exceed $271,431 to purchase the upgrades necessary for the Sheriff’s Office radios to function on the Time Division Multiple Access (TDMA) technology.

FISCAL IMPACT:

$271,431. 100% County General Fund; Budgeted

BACKGROUND:

The Office of the Sheriff's EBRCS radio system is reaching capacity. We are now having what we refer to as "busies" on the system. This is where a Public Safety Person must be put into a queue to transmit on the system. The current system uses Frequency Division Multiple Access (FDMA) technology, also known as P25 Phase I. EBRCS is currently undergoing an upgrade to use Time Division Multiple Access (TDMA) technology, also known as P25 Phase II. The upgrade to Phase II allows two Public Safety Personnel to operate on the same 12.5 MHz channel that Phase I uses for one transmission, thus doubling available bandwidth.

The upgrade to Phase II will be completed in July of 2020 at which point radios only capable of Phase I will no longer work with the EBRCS system.   
  
Motorola is offering discounted pricing of $248 per radio for this upgrade. The discounted pricing is good through September 2018 after which the price will go back up to $518 per device. Regardless of the discount there is also an estimated $50 labor fee for performing the update by the County Department of Information Technology. There are 791 devices needing to be upgraded.
