RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Veneisha Johnson, Self-Employed Individual, to increase the payment limit by $24,500 from $95,000 to a new contract payment limit not to exceed $119,500 for continued Commercially Sexually Exploited Children/Youth (CSEC/Y) program management and coordination services for the period of November 1, 2017 through October 31, 2018.

FISCAL IMPACT:

The funds allocated for this contract are 100% State General Fund.

BACKGROUND:

The purpose of this contract is to provide Commercially Sexually Exploited Children/Youth (CSEC/Y) program management and coordination as a consultant of Children and Family Services (CFS).

CFS continues to develop and build a system of care to address the needs of CSEC/Y within Child Welfare, Probation and the greater Contra Costa community. The goal of the CSEC/Y efforts are to ensure that case coordination, collaboration, and prevention activities around CSEC/Y are effectively addressed and the requirements set forth by the California Department of Social Services are met. The CFS CSEC/Y Program works closely with the Contra Costa Human Trafficking Coalition to ensure streamlined, trauma informed

coordination and collaboration. The Coalition is a partnership of agencies working to raise awareness, build capacity, and increase access to services for victims of human trafficking. The partnerships represent a combination of public and private entities, which include traditional law enforcement agencies as well as community-based organizations. As a collaboration of agencies, the Coalition’s goals include:

  • Conducting public awareness activities;
  • Providing training, technical assistance, and a forum to share best practices;
  • Establishing policies and protocols; and
  • Creating a coordinated system of care.
Contractor will provide CSEC/Y program coordination/collaboration; program implementation and management; and will work with at-risk or in-risk Children/Youth, families, other CSEC/Y contractors/staff and CFS staff; to oversee and enact a coordinated, trauma-informed and streamlined CSEC/Y Program for CFS.  
  
This contract is a result of the open bid process, Request for Interest (RFI) #633.  
  
  

CONSEQUENCE OF NEGATIVE ACTION:

Coordination and provision of services will not be provided by subject matter expert.
