RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a purchase order with Adamson Police Products, in an amount not to exceed $149,950 for the purchase of 31 Steiner infared lasers, 2 pole camera kits, two under-door camera kits and regular police supplies ordered annually.  

FISCAL IMPACT:

$79,608 FY 2017 Urban Area Security Initiative (UASI) Grant, $20,342.00 FY 2017 State Homeland Security Grant Program (SHSGP), $50,000 General Fund (Budgeted).


BACKGROUND:

The Contra Costa County Office of the Sheriff’s Special Weapons and Tactics (SWAT) team has identified the need for the acquisition of enhanced vision and video optic capabilities for the tactical operators. As recent terrorist events have unfolded in the United States, the State of California, and internationally, the role and scope of the SWAT team has evolved to include not just law enforcement activities, such as servicing high-risk warrants, barricaded / hostage events, but also responding and reacting to terrorist attacks, explosive devices, and inspection of suspicious packages.   
A recent gap analysis conducted by SWAT Command of the team’s capabilities concluded the SWAT team is ill-equipped to effectively respond, react, and neutralize any threat during nighttime hours or operations under low light conditions in interior and exterior environments. These incidents may involve extensive searches for the suspects and civilians in open fields, urban environments, interior buildings and structures. These events can last several hours during the daytime and nighttime. The SWAT team is currently purchasing individual night vision monoculars for the tactical team members. Infrared lasers for each tactical operator are necessary to accompany the night vision. Additionally, acquisition of pole and under-door cameras for the SWAT team will greatly enhance the team’s capabilities and response in the region during similar events.   
Therefore, the Contra Costa County Office of the Sheriff’s SWAT team is requesting UASI FY17 and SHSGP FY17 grant funds for the purchase and acquisition of individual Steiner infrared lasers for the tactical operators, pole cameras and under-door cameras for covert operations. Additionally, the general funds will be used for routine purchases of police supplies ordered by the Office of the Sheriff on an annual basis.  

CONSEQUENCE OF NEGATIVE ACTION:

The SWAT team’s recent purchase of night vision will be useless without the accompanying lasers. The team will remain ill-equipped to effectively respond and react to threats during nighttime hours or low-light conditions.
