RECOMMENDATION(S):

ADOPT Resolution No. 2018/481 authorizing the County to participate in the California Department of Health Care Services' one-time Homeless Mentally Ill Outreach and Treatment funding opportunity that would pay the County an amount not to exceed $745,000.

FISCAL IMPACT:

A one-time allocation from the California Department of Health Care Services (DHCS) in an amount payable to the County not to exceed $745,000.













BACKGROUND:

California recognizes the growing need to allocate significant investments in mental health services and homelessness. Senate Bill 840 (Chapter 29, Statutes of 2018) allows for a funding opportunity to the DHCS to provide counties with one-time funding for local activities involving individuals with serious mental illness and who are homeless or at risk of becoming homeless. All counties are eligible to receive this funding, including counties with Whole Person Care pilots. This includes counties with populations with recent involvement in the criminal justice system or release from incarceration. For the purpose of this funding opportunity, “county” includes a city directly receiving funds pursuant to Section 5701.5 of the Welfare and Institutions Code. Counties are encouraged to match these funds with local mental health funding as well as federal matching funds, as appropriate.  
  
In order to receive these one-time funds, the County must provide DHCS a letter of interest and required attestations (see attached Board of Supervisors Resolution).

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County will not receive funding in an amount not to exceed $745,000 from the State of California to provide outreach and treatment services to individuals with serious mental illness and who are homeless or at risk of becoming homeless.
