BACKGROUND:
Contra Costa County receives funds from the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) to provide Head Start and Early Head Start program services to program eligible County residents. The Employment and Human Services Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. This contract provides funding for 32 childcare program slot for children ages 0 to 3 years. It also provides $59,100 in program improvement funding and funding for 16 childcare program slots in the State General Childcare program.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the County will not be able to fund additional childcare slots and start up funds for it's community based agency partner, KinderCare Learning Centers LLC.
CHILDREN'S IMPACT STATEMENT:
The Employment and Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: Children Ready for and Succeeding in School, Outcome 3: Families that are Economically Self-sufficient, and Outcome 4: Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
