RECOMMENDATION(S):

APPROVE revised Bylaws of Contra Costa County Economic Opportunity Council, as recommended by Employment & Human Services Director.

FISCAL IMPACT:

The Economic Opportunity Council (EOC) is 100% federally funded by the Community Service Block Grant. The reimbursement options added in this bylaw revision for low-income members have been budgeted for. There is no fiscal impact to the County.

BACKGROUND:

The EOC is a Community Action Advisory Board to the Community Services Bureau of Employment & Human Services Department. The EOC seeks approval of the revised bylaws governing the actions of this body. The following modifications are recommended:

1) Name and Authority: Grammatical corrections made. Provided federal act citation references.  
2) Scope of Responsibilities: Grammatical clarifications.  
3) Membership: Removed low income sector representation petition requirement of 10 signatures from members of the public.  
4) Low Income seats: Add reimbursement option for EOC related expenses.  
5) Terms: Reduced seat term from 4 years to 2 years.   
6) Standard of Conduct: Add provision for EOC members to follow published County Code of Conduct.  
  
The amendments were recommended by EOC members and reviewed and approved by County Counsel.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the EOC bylaws will not be amended to provide greater clarity to board functions.
