RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Contract #74–106–19 with Adolescent Treatment Centers, Inc. (dba Thunder Road), a non-profit corporation, in an amount not to exceed $200,000 to provide mental health services for Seriously Emotionally Disturbed (SED) adolescents with substance abuse issues and mental health challenges at its Thunder Road facility for the period from July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

This contract is funded 50% by Federal Medi-Cal and 50% by Mental Health Realignment funds. (Rate increase)

BACKGROUND:

This contract meets the social needs of County’s population by providing mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements.

Under Contract #74–106–19 Adolescent Treatment Centers, Inc. (dba Thunder Road) will provide day rehabilitation and mental health services for SED Dually-Diagnosed adolescents at its Thunder Road facility in Oakland for the period from July 1, 2018 through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED dually-diagnosed adolescents will have reduced access to mental health services that are provided at the contractor’s Thunder Road facility and may require higher and more costly levels of treatment.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
