RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Novation Contract #74-249-16 with Catholic Charities CYO of the Archdiocese of San Francisco, a non-profit corporation, in an amount not to exceed $206,000 to provide Therapeutic Behavioral Services (TBS) for Seriously Emotionally Disturbed (SED) children at its St. Vincent’s School for Boys for the period July 1, 2018 through June 30, 2019, and includes a six-month automatic extension through December 31, 2019, in an amount not to exceed $103,000.

FISCAL IMPACT:

This contract is funded 50% by Federal Medi-Cal and 50% by Mental Health Realignment funds. (Rate increase)

BACKGROUND:

This contract meets the social needs of County’s population in that it provides day treatment and TBS services to SED children to reduce the need for hospitalization and/or other higher levels of care.

On August 8, 2017, the Board of Supervisors approved Novation Contract #74-249-15 with Catholic Charities CYO of the Archdiocese of San Francisco, for the provision of day treatment, mental health services, medication support and TBS for SED children at its St. Vincent’s School for Boys for the period from July 1, 2017 through June 30, 2018, which included a six-month automatic extension through December 31, 2018.  
  
Approval of Novation Contract #74-249-16 replaces the automatic extension under the prior contract and allows the contractor to continue providing services through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, there will be fewer residential facilities to provide residential and outpatient program for seriously emotionally disturbed youth as the County solicits and engages an alternate contractor.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
