RECOMMENDATION(S):

APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood Control and Water Conservation District (FC District), or designee, to apply for grant assistance in the form of the State of California Wildlife Conservation Board (WCB) Climate Adaptation and Resilience Grant Program, in an amount not to exceed $1,250,000, for partial implementation of the North and South Reaches of the Lower Walnut Creek Restoration Project, Martinez area.

FISCAL IMPACT:

Grant amount requested will be up to $1,250,000 from the State. Remaining project costs will be funded by Flood Control District Zone 3B funds (Fund 252000) or other state and federal grant funds. No County match required.










BACKGROUND:

Following the 2014 congressional “selective deauthorization” of the most downstream 4 miles of Walnut and Pacheco Creeks, the FC District has completed a community-based planning process that identified a preferred alternative for restoration work of Lower Walnut Creek. The project subsequently attracted grant funding from the California Department of Fish and Wildlife and the U.S. Environmental Protection Agency that covered CEQA, design, and regulatory permitting phases of work. Now the FC District is seeking grant funding for implementation of the restoration project.  
  
The State of California Wildlife Conservation Board Climate Adaptation and Resilience Grant Program is believed to be a good match for the Lower Walnut Creek Restoration project, and the FC District will be requesting $1,250,000 of implementation funding. Initial conversations with WCB staff have confirmed the project’s eligibility for this competitive statewide grant and the FC District was encouraged to apply.

CONSEQUENCE OF NEGATIVE ACTION:

Without the Board of Supervisors’ approval, the FC District will not be able to apply for the WCB Grant described above.
