RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Alliance to End Abuse, to accept a grant extension effective June 18, 2018, from the U.S. Department of Justice, Office for Victims of Crime, with no change in the grant amount, for comprehensive services for victims of all forms of human trafficking, extending the grant period by six months for a new period of October 1, 2015 through March 31, 2019.

FISCAL IMPACT:

This grant will make no change in budgeted revenue amount, which is not to exceed $970,227. The grant requires County General Fund match of $18,056.  









BACKGROUND:

The County Board of Supervisors approved application to and acceptance of this U.S. Department of Justice, Office for Victims of Crime grant for comprehensive services for victims of all forms of human trafficking on July 7, 2015. Grant funding is used to assist communities in developing effective and sustainable multidisciplinary human trafficking task forces. The task forces are designed to implement collaborative, victim-centered, and coordinated approaches to identifying victims of all forms of human trafficking, addressing the individualized needs of victims through quality services and investigating and prosecuting human trafficking cases at the local, state, tribal and federal levels.   
  
The County submitted a first-time request for a no-cost three-month extension due to the following reasons; 1) the County was not able to start the funded project services until March 2016, and 2) contractors were not expending funds as quickly as estimated. The Department of Justice, Office for Victims of Crime, established a new Grant period of October 1, 2015 through March 31, 2019. The County is working with contractors to ensure services delivered will expend all grant funds.  

CONSEQUENCE OF NEGATIVE ACTION:

Without extended funding, County would not be able to continue providing services to victims of human trafficking.
