RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement ("CSA") with Drake, Haglan & Associates, Inc. (“DHA”) in an amount not to exceed $1,403,456.00 for professional engineering services for the Byron Highway Bridge Replacement Project, for the period September 11, 2018, through June 30, 2025, Byron area. (Federal Project No. BRLS-5928(104), County Project No. 4660-6X1048); (District III)  
  

FISCAL IMPACT:

This project, including this CSA, is funded by 88.53% Federal Highway Bridge Program Funds, 2% Department of Water Resources Funds, and 9.47% Local Road Funds.

BACKGROUND:

This project will replace the Byron Highway Bridge (#28C-0121), which spans the California Aqueduct and is located approximately 11 miles northwest of Tracy and 4 miles southeast of Byron.  
  
Professional engineering services, including geotechnical and hydraulic studies, construction support, project management and coordination, and environmental and right of way support, are required for the proper and satisfactory execution of the Byron Highway Bridge Replacement project. DHA was selected to provide these services after completing a Request for Technical Proposal solicitation and interview process. The County received technical proposals from and interviewed three firms to provide consulting services for this project. DHA was selected by a selection committee as the firm that was best able to address the County’s needs for the project.  
  
Public Works has successfully negotiated with DHA to provide the professional engineering services.  
  
  

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this CSA will not be in effect. A delay in the design and construction of the Byron Highway Bridge Replacement project will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs, and jeopardize the funding.
