RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to execute a revenue agreement amendment with California Department of Education, to increase the payment limit by $183,735 to a new limit not to exceed $5,194,821 for childcare and development programs (CalWORKS Stage 2) with no change to period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

This revenue agreement is funded 100% by State funding from the California Department of Education. The State contract number is C2AP 6009, Amendment #1. The County contract number is 29-213-30a.

BACKGROUND:

The Department received notification on June 3, 2016 from California Department of Education (CDE) for the 2016-17 funding allocation for alternative payment / CalWORKS Stage 2 childcare services. This State program provides funding to reimburse a portion of the childcare costs incurred by CalWORKS Stage 2 participants through their participation in the CalWORKS program. The board approved receipt of funds on June 21, 2016 (Item C.58).  
  
On August 9, 2018 the department was notified by the State that additional revenue for fiscal year 2016-17 was due to the department. After the California Department of Education’s Audits and Investigations Division reviewed the department’s FY 2016-17 audit report, they determined that the report materially meets CDE’s reporting requirements and determined the amount of net reimbursable program costs. According to their audit, the department was under-reimbursed for the services the department rendered during that year. This amendment is to accept this reimbursement of funds from CDE.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County will not recuperate funds expended in operation of the 2016-17 CalWORKS Stage 2 childcare program. The County was under-reimbursed during the program year. This board action will allow the County to further recover expenditures.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
