RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Public Works Director, a purchase order, with Gems Environmental Management Services, Inc., in an amount not to exceed $200,000 for Waterbird Cardlock fuel site dispensers, pumps and upgrades. Countywide.  

FISCAL IMPACT:

This cost is to be funded through Public Works Fleet ISF budget. (100% Fleet Internal Service Fund)  
  







BACKGROUND:

The Cardlock Fueling site at 2471 Waterbird was built in 1993. Being an outdoor facility, the wind, weather and other acts of nature have helped age the equipment. Most of the 14 fuel dispensers are in a state of needing constant repair. Fleet Services has budgeted to replace this equipment this fiscal year. As bid on Bidsync #1709-248, Gems Environmental Management Services, Inc., was the lowest responsive and responsible vendor, and has been awarded this project. The project includes purchase of 14 new Wayne fuel dispensers, two new in tank high power petro submersible pumps, and enough electronics to upgrade into Fleet’s existing Veeder Root and Fleet Focus Cardlock fuel systems. The quoted price includes installation and repairs to the secondary containment piping system. If approved, this project will commence in early October and take approximately three weeks.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, then purchasing fuel dispensers and pumps through Gems Environmental Management Services, Inc. will discontinue.
