RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Novation Contract #24-409-38 with West Contra Costa Youth Services Bureau, a non-profit corporation, in an amount not to exceed $3,326,328, to provide mental health services to Severely Emotionally Disturbed (SED) children and their families in West Contra Costa County, for the period July 1, 2018 through June 30, 2019, which includes a six-month automatic extension through December 31, 2019, in an amount not to exceed $1,663,164.

FISCAL IMPACT:

This contract is funded 50% by Federal Medi-Cal and 50% by Mental Health Realignment funds. (3% Cost of Living Adjustment)

BACKGROUND:

This contract meets the social needs of County’s population by providing community-based mental health services to families of children with SED in West Contra Costa County. The contractor facilitates multi-agency collaborative service delivery and minimizes the need for crisis services and involvement with the Juvenile Justice System.

On June 6, 2017, the Board of Supervisors approved Novation Contract #24-409-36, as amended by Amendment Agreement #24-409-37, with the West Contra Costa Youth Services Bureau, for the period from July 1, 2017 through June 30, 2018, which included a six-month automatic extension through December 31, 2018, for the provision of wraparound mental health services for SED children in West Contra Costa County.  
  
Approval of Novation Contract #24-409-38 replaces the automatic extension under the prior contract and allows the contractor to continue providing services through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, there will be fewer community-based mental health services available in West Contra Costa County to children and their families.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors community outcomes: Children ready for and succeeding in school; Families that are safe, stable, nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected outcomes include all goals identified by Children’s Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and decreased use of acute care system.
