RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Novation Contract #24-682-34 with Victor Treatment Centers, Inc., a non-profit corporation, in an amount not to exceed $159,892, to provide residential treatment program which includes mental health services, case management, medication support and Therapeutic Behavioral Services (TBS) for Seriously Emotionally Disturbed (SED), for the period from July 1, 2018 through June 30, 2019, and includes a six-month automatic extension through December 31, 2019, in an amount not to exceed $79,946.

FISCAL IMPACT:

This contract is funded 50% by Federal Medi-Cal and 50% by Mental Health Realignment funds. (3% Cost of Living Adjustment)

BACKGROUND:

This contract meets the social needs of County’s population by providing medication support, and other mental health services in a residential setting, to SED children at Contractor’s Santa Rosa, Stockton and Redding facilities.

On July 11, 2017, the Board of Supervisors approved Contract #24-682-33 with Victor Treatment Centers, Inc. for the provision of residential treatment services to SED children for the period from July 1, 2017 through June 30, 2018, which included a six-month automatic extension through December 31, 2018.

Approval of Novation Contract #24-682-34 replaces the automatic extension and will allow the contractor to continue providing to provide residential treatment program which includes mental health services, case management, medication support and TBS for SED, through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED youth from Contra Costa County will not have adequate access to residential treatment facilities.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
