RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Overmiller Inc., dba Roto-Rooter Plumbers, in an amount not to exceed $2,500,000 to provide emergency plumbing services, for the period September 1, 2018 through August 31, 2021, Countywide.

FISCAL IMPACT:

This cost is to be funded through Facilities Services maintenance budget. (100% General Fund)

BACKGROUND:

Facilities Services Maintenance is responsible for plumbing maintenance and repair for all County buildings and facilities. Based on Facilities Services Maintenance staffing or the unavailability of County employees, emergency plumbing work is sublet to outside vendors. Original bid on Bidsync # 1501-114, Roto-Rooter Plumbers was the awarded vendor for this work. Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County facilities. Roto-Rooter Plumbers will be able to negotiate rate increases on each anniversary of the effective date of this Contract by a factor equal to the rate of increase in the Consumer Price Index for the San Francisco – Oakland area as published by the Bureau of Labor Statistics for the year immediately preceding, plus 2%. Facilities Services is requesting a contract with Roto-Rooter Plumbers to be approved for a period covering the next three years.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, emergency plumbing services with Roto-Rooter Plumbers will be discontinued.
