RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Contra Costa ARC dba ARC Inroads, in an amount not to exceed $120,000 to provide paper recycling services, for the period August 1, 2018 through July 31, 2021, Countywide.

FISCAL IMPACT:

This cost is to be funded through Materials Management Division's Recycle Center budget. (100% General Fund)

BACKGROUND:

ARC Inroads is a non profit 501(C)3 corporation who hires and places mentally disabled persons in several types of work. This work includes paper recycling, book cutting and various jobs done in the Public Works Recycling Center. California Welfare and Intuition Code Sections 19400-19404 authorizes the County to contract for this type of service. Materials Management is requesting a contract with ARC Inroads for the next three years for this service.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, paper recycling services with ARC Inroads will be discontinued.
