RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Timothy Bulyszyn dba Full Steam Ahead in an amount not to exceed $150,000 to clean the exterior walkways and walls at any and all County facilities, for the period July 1, 2018 through June 30, 2021, Countywide.  
  

FISCAL IMPACT:

This cost is to be funded through Facilities Services maintenance budget. (100% General Fund)  








BACKGROUND:

Facilities Services receives several requests per year to clean the exterior walkways and walls. As bid on Bidsync #1504-131 for “Pressure Washing and Steam Cleaning”, Full Steam Ahead was one of three vendors awarded this type of work. Facilities Services is requesting a contract to be approved for a period covering the next three years. Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County Facilities. Full Steam Ahead will be able to negotiate rate increases on each anniversary of the effective date of this Contract by a factor equal to the rate of increase in the Consumer Price Index for the San Francisco – Oakland area as published by the Bureau of Labor Statistics for the year immediately preceding, plus 2%. Facilities Services is requesting a contract with Full Steam Ahead to be approved for a period covering the next three years.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, pressure washing services with Full Steam Ahead will be discontinued.
